Notwithstanding anything else written in this Act, the matters mentioned in this Act that may be made public or disclosure of privacy with the consent of the person concerned, if related to a person who has not reached the age of eighteen years or is mentally ill or has an intellectual disability, when such matter is made public or disclosure of privacy related to it.
